Moral Obligation

In my ideal world, people with money would take care of people without money because of a moral obligation to DO something good with the money they don't need to keep themselves fed and housed.
This week's "Week in Review" from the NYTimes has a short article about Public Health crises eased by philanthropists. I enjoyed it and would like to know your take on it.
